Actually, that's not what accio does.

Levitation just floats an object off the ground. Accio summons it to the caster, usually at speed. Additionally, the caster needs to be familiar with the object and know its location in order for the spell to work. Probably one of the reasons Harry hadn't learnt it before his fourth year.

I will add this to the list because it is canon, but at fourth year level.
